Hi Christina,
The general rule is that your child can start Junior Kindergarten in the year she turns 4. If her third birthday is in Dec. 2013, that means she will be turning 4 in 2014, so she can be registered to start school in September 2014 (even though she will still be three, as long as she turns 4 before the end of December, she will start then). Registration usually takes place in January or February, so you should contact your local school in early 2014 to find out how to get her registered.
Another important thing to know is that your child does NOT have to attend kindergarten. Kids must be registered in school at age 6, but junior and senior kindergarten are optional. Most families do participate in the kindergarten program, even though it is optional.

Full-day kindergarten
I'm hoping it's possible to have a discussion about the full day kindergarten program, as proposed by Charles Pascal. Over the last week or so, there's been some response from both the education sector and the child care sector (con and pro) on the issue of having Early Childhood Educators (ECEs) staffing the program with kindergarten teachers...but not so much from individual ECEs, kindergarten teachers, and parents and I am wondering how folks feel about a full day kindergarten program, staffed with a collaborative team of ECEs and kindergarten teachers.
