Q: Who controls the money that school councils fundraise?

Any money raised by a school council becomes the property of the school board, so technically, the principal or the board can decide how the funding is used. However, it is unlikely that a principal or board would decide how to spend funds raised by parents without consulting the school council.  Such a decision would risk angering the parent community, and may discourage future fundraising activities.  It is always best to work as a team in making these decisions.
