Province institutes new rules for hiring teachers

The process for hiring new teachers will now be the same for every school board in the province and will have three stages.  Teachers will move from positions as “occasional" to “long-term occasional” to “permanent" teacher.

  1. Teachers apply to be on a school board’s occasional teacher list and are deemed eligible by the board.
  2. After a teacher has been on the board’s roster of occasional teachers for at least 10 months, has taught as an occasional teacher in one or more schools of the board for at least 20 full days during the 10-month period and is approved in an interview, the teacher is eligible to be placed on the board’s long-term occasional list.
  3. When a long-term occasional position becomes available, boards must post a notice on its website for at least five days and then the board must interview the top five applicants based on their seniority (number of days of teaching experience) and whether or not they have the required qualifications (e.g. special education, French-language proficiency etc.).
  4. Once a teacher has completed a long-term assignment of at least four months, he or she is eligible to be hired as a permanent teacher.
  5. To hire a permanent teacher, the board must interview the five teachers from the long-term occasional teachers’ list who have the required qualifications and the most seniority.

Many people, including Catholic and public school board associations, the Ontario Secondary School Teachers’ Federation and Ontario’s principals’ councils have raised concerns about the changes to teacher hiring.

Among the concerns: “selecting teachers simply on the basis of seniority does not support the goals of school improvement, nor does it allow principals to select the right person for a particular class and a particular group of students,” and that “restraints on hiring may impede boards’ efforts to ensure that their teachers collectively reflect our diverse communities.”
